itcl3-dev software package provides [incr Tcl] OOP extension for Tcl - development files, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,

$ sudo apt-get update
$ sudo apt-get install itcl3-dev

itcl3-dev is installed in your system.
